# Purpose and principles

Purpose of Young Eagles in Norway

Young Eagles is an international program established and managed by the Experimental Aircraft Association (EAA), Oshkosh, Wisconsin.

Young Eagles in Norway is conducted by EAA Chapter 573 within the EAA structure and in accordance with Norwegian and European regulations. The program is owned by the EAA, and Chapter 573 acts as the organizational facilitator for implementation in Norway.

The handbook complements EAA's guidelines and describes how Young Eagles activities are organized and carried out through Chapter events in Norway.

The model is scalable and can be used by other EAA Chapters in Norway. When new chapters are established, responsibility for local activities is transferred to the respective chapter.

Overall principles

Young Eagles activities are conducted according to the following basic principles:

Young Eagles activities are planned and carried out with safe operations as a fundamental prerequisite.

Participation by pilots and volunteers is based on voluntariness.

The flights are conducted as a non-commercial introductory activity.

The activity is carried out through Young Eagles events with clear responsibility and role distribution.

Anyone involved can interrupt or cancel the activity if safety is considered insufficient.

What Young Eagles is not

The Young Eagles program is not:

* transport from A to B,
* pilot training or instruction,
* commercial sightseeing or experience flights,
* a fee-based offering to individuals.

Young Eagles flights are short, local introductory flights carried out as part of organized volunteer activity.
